A few days ago, the Vatican issued a new proposal to regulate the economical crisis. To think about a world government able to coordinate agreed policy actions, no doubt refers to the concept of federalism.
The year 1986 capped the creation and
implementation of the Single European Act through which the Community is
invested as a single reinforcing legal superstructure allowing strong decision-making
in terms of political weight, as well as opening the way towards the consolidation
of an internal market. It also paved the way for the extension and modification
of the Treaty of Rome in 1957 renaming the three Communities (the European
Economic Community -EEC-, the European Coal and Steel Community -ECSC- and the European
Atomic Energy Community, -EURATOM-) under a new denomination known as The European
Community (EC).
Altiero Spinelli, responsible for promoting the European
Federalist Movement, emerged as one of the maximum exponents of the basic foundations concerning
the spirit of the Union. After his performance as
an MEP, the European Parliament unanimously approved his initiative of
the treaty on The European Union.
The creation of a central authority able to
defend common interests was found as the base to seek an everlasting peace and a
consensus among the European countries. In this sense, unlike the functionalist
vision, whose main exponent was Jean Monnet, it was not plausible to advocate
for the defense of national interests. Nationalism itself was seen as the cause
of the war’s explosion according to Spinelli’s vision.
"A reform of international financial and
monetary system in the prospect of a public authority of universal jurisdiction”
was the title of a document that the Pontifical Council for Justice and Peace issued
where it highlights the importance of creating a global political authority,
which can be relegated to a background view. It also mentions the reductionist interests
of certain economical groups that fail to ensure a common interest and instead
position themselves to remain themselves out of structural problems in the
global agenda.
Among other highlights, it mentions the
importance of supporting the Tobin Tax on global financial transactions to be administered
by a sort of “Central Global Bank” that regulates cash flow and the
interchangeable monetary system, with the same criteria as national central
banks.
This axis is in line with what is announced in
Revelation 3:16-17: "And he caused all, both small and great, rich and
poor, free and bond, have received a mark on the right hand or forehead, and
that no man might buy or sell, but only who has received the mark or the name
of the beast or the number of his name. " This passage predicts the
computer-driven centralization by global currency blocs. Assigning a number to every
human being simply implies the identification and monitoring of their behavior.
The statements are clear, the control and the manipulation of the registry
data, is now a reality that it is developed in our society.
In turn, to buy and sell without money, you need
a system than can replace it. Under this worldview, on one hand, the creation
of an authority with universal skills in financial and monetary accounts helps the
formation of a new institution with concentrated powers that monitors all who
are ‘marked’ in a panopticon style in terms of Foucault's Discipline and Punish.
On the other hand, it also claims for the
democratization of the United Nations in terms of reforming the internal
decision making process.
The main challenge is arriving at consensus
proposals under the umbrella of participating stakeholders including in this
case, all mutual cooperation mechanisms between countries whom are better
positioned and those whom still are not even on the international agenda because
they are not a key role players in decision making at the dialogue process.
The horizon is clear: national interests should
be relegated in order to make way for those federal regulations. The price may
be high but surely, the reward is worth it. It is impossible to build from a
particular vision of selfish nationalism.
